The character is Ema Skye from the popular game of Ace Attorney. According to reviews the game is quite popular selling 3.9 Million unit worldwide in 2010 with an average rating of 80/100. The game is essentially an adventure base combined with the Japanese Legal System on board to help the defense attorney to get enough evidences to prove a case. For those of you who like to play detective based game I would recommend you give it a try.
